The Public School Employees’ Retirement System (PSERS) is a pension fund for public school employees in the Commonwealth of Pennsylvania. Eligible members include all full-time public school employees, part-time hourly public school employees who render at least 500 hours of service in the school year, and part-time per diem public school employees who render at least 80 days of service in the school year in any of the 775 reporting entities in Pennsylvania. As of June 30, 2020, the System had nearly 256,000 active, 240,000 retired, and 26,000 vested inactive members, with an estimated annual active payroll of $14 billion. Are you seeking challenging and meaningful work overseeing external investment manager relationships?  Do you have investments experience and want to be a trusted advisor on a large investment team of more than 60 individuals?  We are looking for someone to support the portfolio management team in all aspects of the investment management process, including monitoring, evaluating, and sourcing external investment managers across the portfolio, focusing initially on public markets assets classes including equities, fixed income, commodities, real estate, and infrastructure.

The Pennsylvania Public School Employees’ Retirement System (PSERS, www.psers.pa.gov), is an agency in the Commonwealth of Pennsylvania that administers the pension plan for Pennsylvania’s public school employees.  The mission of PSERS is to maintain a financially sound System that supports over a half million members with a current pension fund of approximately $72 billion.  This position will play a contributing part in ensuring PSERS fulfills its mission and values.

PSERS is located in Harrisburg, PA, a mid-size city situated along the Susquehanna River.  Teleworking is optional, with an occasional need to report to the Harrisburg office as operationally necessary.  If requesting to telework, you must have a securely configured high-speed internet connection and be located in Pennsylvania.  The Harrisburg area is affordable and near many attractions including Hershey, and it is only two hours from major cities and airports like Philadelphia, Baltimore, and Washington D.C.

DESCRIPTION OF WORK

This position supports the portfolio management team in all aspects of the investment management process, including monitoring, evaluating, and sourcing external investment managers across the portfolio, initially focused on public markets asset classes such as equities, fixed income, commodities, real estate, and infrastructure.  In this capacity, the employee will directly interface with the CIO, Deputy CIOs, and other staff as they relate to special projects and the evaluation of investment strategies.

Work Schedule and Additional Information: 

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday – Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time.  In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a PSERS’ Intermediate Investment Professional; or
  • A Bachelor’s degree and two years performing relevant public markets investment work; or
  • Six years performing relevant public markets investment work; or
  • An equivalent combination of experience and training.
  • Successful completion of any of the following professional accreditations may be substituted for relevant work experience:
    • Chartered Financial Analyst (CFA): 1 year per level passed
    • Chartered Alternative Investment Analyst (CAIA): 1 year
    • Financial Risk Manager (FRM): 1 year per level passed
    • Professional Risk Manager (PRM): 1 year
    • Certified Treasury Professional (CTP): 1 year (only applicable to Fixed Income positions)

Additional Requirements:

  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Bachelor’s degree
  • One or more years of professional relevant work experience in the public markets investment industry.
  • Two or more years of professional investment work at an investment bank, endowment, foundation, pension, investment consultant, or other allocator of capital.
  • Completion of one or more levels of any of the following certifications:
    • CFA
    • CAIA
    • FRM
    • PRM
    • CTP
    • CPM
  • Two or more years conducting data analysis with programming tools such as R, SQL, and Python.
  • One or more years of conducting financial / statistical modeling.
