Basic Qualifications:
For permanent appointment: One year of permanent, competitive class service in a title (within two S-grades or one M-grade) deemed eligible for transfer under Section 52.6 of the Civil Service Law. Examples of eligible titles include, but are not limited to: Administrative Officer 1, Administrative Officer 2, or Contract Management Specialist 2.

For provisional appointment: One year of permanent, competitive service class as an Associate Investment Officer.

Preferred Qualifications:
• Expert user of PowerPoint and Excel and adeptness to learning new software.
• Excellent verbal and written communication skills with demonstrated ability to develop materials and effectively present to executive audiences.
• Strong ability for effective time management and meet deadlines.
• Working knowledge of investment principles, products, and markets and demonstrates an enthusiasm to learn.
• Strong consultative skills ranging from analytics, strategy development, influencing, facilitation and consensus building.

Reporting to the Chief Investment Officer (CIO) and/or designated management staff, this position will assist with all aspects of agency’s Investment management. The role requires a strong understanding and desire to focus on the investment life cycle including onboarding, cash flow management, trading, investment system integrations and the ability to monitor and stay abreast of industry best practices and regulatory changes/events impacting portfolio management.

NYSIF’s Investment Department oversees an investment portfolio of over $20 billion in assets and investments for both the Workers’ Compensation Fund and Disability Benefits Fund.

Responsibilities include, but are not limited to:
• Oversight of various investment department processes, policies, projects, and procedures to ensure consistency.
• Collaboratively partner with Technology, Legal, Finance, Procurement, and external consultant teams to manage projects.
• Develop content and presentation decks (investment committee and board materials) articulating portfolio strategic priorities and business overviews.
• Coordinate with internal, external managers and other key stakeholders to manage and improve portfolio management processes.
• Assistant the portfolio management team to implement new investment strategies, such as alternative assets and other types of derivatives.
• Oversees the onboarding of new managers, external consultants, and setting-up accounts in custodian and vendor systems.
• Knowledge of writing procurement requirements for Investment related services.
• Responsible for working in Oracle Financials to review invoices for accuracy in accordance with the terms and conditions of the contract.
• Responsible for reviewing procurement bids received and evaluating from a technical and cost standpoint.
• Managing required deadlines for Investment purchases and contracts.
• Preparing budget reports for upcoming year based on historical spending and future Investment plans.
• Coordinating implementation projects for Investment contracts, including but not limited to creating meetings, establishing deadlines, determining needs and reporting out progress to appropriate parties.
• Researching industry standards for Investment purchases including but not limited to fee structures, available market to provide services and standard practice.
• Other related duties and responsibilities as necessary and assigned.

In addition to workers’ compensation insurance, NYSIF provides disability benefits coverage for off-the-job injuries to more than 56,000 New York employers. In 2018, NYSIF added paid family leave as a component of its disability benefits product, providing New Yorkers with job-protected, paid time away from work to care for their families.
