Job Duties

The Virginia Department of the Treasury is dedicated to serving the Commonwealth by providing excellent management of its banking, investing, financing services, and the administration of unclaimed property and insurance programs.

The Virginia Department of the Treasury is seeking an Investment Analyst to assist with daily cash management and investment activities for the General Account and Local Government Investment Pool (LGIP) portfolios. This position is responsible for daily trade settlement, evaluating securities for purchase within the investment guidelines for each portfolio, and periodic reporting to the Treasury Board. Tracking the cash flow forecasting process, developing the five-month forward looking cash forecast, and preparing the annual Literary Fund Forecast. Assist with daily LGIP administration, oversight of the securities lending program, and contribute to special projects as assigned. Assist with improvements to the department’s internal trade processing, reporting, and banking platform.

Minimum Qualifications

The selected candidate will at least possess the following qualifications:
• Knowledge of fixed income securities (bonds, commercial paper, etc.).
• Knowledge of public markets investment management or analysis.
• Experience working closely with others to achieve objectives and act in a professional manner.
• Demonstrated ability to analyze and think through problems, documenting results, and juggle multiple proprieties in a fast-paced environment.
• Considerable experience communicating verbally and in writing.
• Demonstrated ability to lead committee meetings with senior management.
• Considerable experience with Excel, PowerPoint, and Word.
• A combination of training, experience or education in finance, business administration, public administration, or closely related field.

Additional Considerations

• Degree from an accredited university in finance or business-related field.
• Chartered Financial Analyst.
• Experience with investment-grade fixed income portfolios.
• Some experience with Bloomberg, order entry platforms, security settlement process, and risk management systems.
