The Hawaii Employer-Union Health Benefits Trust Fund or more commonly known as the EUTF provides medical, chiropractic, prescription drug, dental, vision, and life insurance benefits to all eligible State of Hawaii, City and County of Honolulu, County of Hawaii, County of Maui and County of Kauai employees and retirees. The EUTF covers approximately 68,000 active employees plus 60,000 of their dependents, and 47,000 retirees plus 20,000 of their dependents.

This posting is for the State of Hawaii, Department of Budget and Finance, Hawaii Employer-Union Health Benefits Trust Fund (EUTF).  Position is located on the island of Oahu, Downtown Honolulu.

Salary: Starting at $150,000 per year, salary commensurate with education and experience.

Duties Summary

The primary purpose of this position is to oversee all the functions of the Investment Office.  The Investment Office plans, organizes, and conducts all investment-related activities of the EUTF in accordance with approved investment policies and procedures, and legal requirements.  The functions include but are not limited to the oversight of the investment consultant, investment managers, and custodian; and development, implementation, monitoring, and updating of the investment policy and asset allocation.

Minimum Qualification Requirements

QUALIFICATIONS:
Knowledge:
Knowledge of institutional investment practices, economic theories and principles relating to the investment of institutional funds, various investment vehicles (e.g. equities, fixed income, foreign securities, commodities, commercial mortgages and real estate), asset allocation methodologies, securities lending, securities settlement procedures, and quantitative investment methods; research resources and techniques to evaluate investment risks; and fiduciary and prudence guidelines and standards governing the investment of public trust funds.

Skills/Abilities to:
Communicate effectively orally and in writing; understand securities trading techniques, analytical skills to interpret investment data and capital market conditions; research new asset classes and innovative investment methodologies; manage multiple projects, possess organizational and planning skills; operate computing devices, hardware and software; give and receive verbal and written instructions; work and make appropriate decisions without supervision; make mathematical computations with accuracy; process work independently and accurately; identify and resolve problems in a timely manner; prioritize and plan work activities; demonstrate accuracy and thoroughness in work product; demonstrate integrity and highest degree of ethics; maintain confidentiality; maintain professional appearance and demeanor; and maintain regular attendance.

Education:
Bachelor’s degree from an accredited four (4) year college or university.

Experience:
Five (5) years of progressively responsible professional experience in institutional investment.

DESIRABLE QUALIFICATIONS:
Education:
A bachelor’s degree or an advanced degree in business administration, finance, economics or a related field and Chartered Financial Analyst (CFA) designation preferred.

Experience:

At least three (3) years of the experience is in stocks, bonds, or foreign securities; formulation of investment strategies, policies, and procedures; asset allocation; monitoring and evaluating external investment management firms; performance measurement; or market research.

This position is exempt from civil service, therefore if you are appointed to the position, your employment will be considered to be “at will”, which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
